Double Glazing Grant Malta 2026: the REWS Scheme
One national grant for retrofitted double glazing is currently on call: the REWS 2023 RIDG scheme, 50% of eligible cost including VAT capped at EUR 1,000, extended to 31 December 2026. Here is what it pays, who it excludes, and which schemes you may read about online are closed.

If you are searching for a double glazing grant in Malta, there is one national call currently running: the REWS 2023 RIDG (Retrofitting) Scheme, covering roof insulation and double glazing. It was opened by Government Notice 1540 of 2023 from 13 November 2023, and Government Notice 2031 of 2025, published on 23 December 2025, states that the call "is being extended to 31st December, 2026". Earlier extensions came through GN 18/2024 and GN 3/2025, and the rate has not changed across them.
Everything below traces to the REWS scheme page, the updated national scheme guidelines and the Government Gazette notices. Where the sources are silent, this article says so rather than filling the gap.
What the grant pays
Government Notice 1540 of 2023 sets the rate for retrofitted double glazing as 50% of the total eligible cost, including VAT, capped at EUR 1,000. Roof insulation is a separate line in the same call, also 50% capped at EUR 1,000.
Two things follow from that wording and matter in practice. VAT is inside the eligible cost rather than stripped out of it, and the cap is per the grant, not per window. Once eligible cost reaches EUR 2,000 including VAT, the cap bites and extra spend does not increase the grant.
| Eligible cost incl. VAT | Grant at 50% | Capped at |
|---|---|---|
| EUR 1,500 | EUR 750 | EUR 750 |
| EUR 2,000 | EUR 1,000 | EUR 1,000 |
| EUR 4,000 | EUR 2,000 | EUR 1,000 |
Those are arithmetic on the scheme's own published rate, not quotes.
Who can apply and who cannot
The guidelines set out the applicant conditions:
- A resident aged 18 or over.
- Either the freehold owner, or a lessee with more than five years left to run, with the owner's consent.
- The property must be used principally as the applicant's own private residence.
- Landlords, business use and developers are excluded.
- No other grant may be claimed for the same system.
- You cannot apply if you have already had, or have open, a previous RIDG grant.
There is no EPC requirement and no minimum property age in the guidelines. The call is for retrofitting only.
The scheme makes no distinction between Malta and Gozo in the published rules, and no distinction between a house and an apartment. If you live in an apartment, the grant conditions are separate from your condominium's rules — the scheme does not override whatever your deed and condominium say about changing apertures on a common façade.
The product and installer conditions
- The final U-value must be 3.7 W/m2K or better. This is a grant condition. It is not a general legal requirement for windows in Maltese homes, and you should be sceptical of anyone who tells you otherwise.
- The retailer provides the manufacturer's certificate for the product; the installer certifies the gap.
- Both the product and the retailer must be registered with REWS.
- The installed system must stay in place for five years.
- A five-year guarantee is among the Part B documents.
Step by step
- Submit Part A online before you buy anything. The portal is linked from the REWS scheme page. The call is first come, first served, and REWS may end it early by notice.
- Wait for the funds confirmation letter. The guidelines are explicit that receipts dated before approval do not count. Do not pay a deposit on the strength of a submitted application alone.
- Buy from a REWS-registered retailer, a REWS-registered product, meeting the 3.7 W/m2K or better final U-value.
- Have it installed within six months. The grant is valid for six months from the date of the funds confirmation letter.
- Submit Part B with the listed documents: fiscal receipts, invoices, before and after photographs, a Planning Authority permit where one is needed, the five-year guarantee, the completion certificate and a residential electricity bill.
The before photographs matter and people forget them. Take them before anyone touches the opening.
On the permit point: under the Development Notification Order, S.L. 552.08, Schedule I, Class 1(ii), replacing apertures is permitted development unless it materially alters the character of the building. In scheduled buildings and properties of conservation value, restorable original timber apertures must be retained and restored. If your property falls into that category, resolve the planning position before ordering, because Part B asks for the permit where one is required.
What is not eligible
The guidelines exclude from eligible cost:
- extended warranties;
- plastering and decorating;
- permit and certification costs.
So the grant is calculated on the glazing work itself, not on making good around it. On our side, the measure-up establishes what the actual eligible cost would be in your case — there is no published fitted PVC window price in Malta and no published price for a double-glazed unit alone, so any figure before the survey would be a guess. Published Maltese figures that do exist are supply-only: ready-made standard PVC windows at EUR 169–319 and PVC doors at EUR 509–579, with aluminium guided at EUR 200–450 per m2 non-thermal and EUR 350–700 per m2 with a thermal break. What goes on the invoice for Part B is the fitted job, quoted after the measure-up. More on the product side at /services/double-glazing/.
Schemes that are closed
Older articles and forum threads still circulate about these. None of them is a route to money today.
- 2024 Double Glazing Scheme for Birżebbuġa Residents. Under GN 636/2024, this paid 90% capped at EUR 2,000 for Birżebbuġa households, aimed at sound insulation, with applications open 27 May to 31 December 2024. No extension is published. Treat it as a 2024 local scheme whose status afterwards is unconfirmed.
- Irrinova Darek – Residential Renovation Grant Scheme 2026 (BCA). Closed. Registration ran 19 January to 28 February 2026, for the Southern Region only, at 75% (90% with In-Work Benefit) up to EUR 15,000 plus EUR 875 professional fees, owner-occupied. Replacement of apertures was eligible, but the whole property had to reach an energy demand 20% better than NZEB. Whether other regions will get a call is not confirmed by the BCA page.
- Irrestawra Darek u l-Villaġġ (Planning Authority). The 2026 calls are closed, with the last expressions of interest taken 17–24 June 2026. This is a heritage scheme for façades in Urban Conservation Areas and scheduled buildings, paying 100% of eligible costs with caps of EUR 15,000 (UCA), EUR 100,000 (Grade 1) and EUR 50,000 (Grade 2). It funds replacement of original façade timber fixtures in solid natural timber only. Aluminium and PVC are not funded, though replacing existing aluminium with traditional material was eligible. It is not an energy grant.
Timing, and what could change
Two honest cautions.
First, the 2023 RIDG call is first come, first served and REWS may end it early by notice. REWS does not publish a running balance, so nobody — including us — can tell you whether funds remain. The only way to find out is to submit Part A and see what the funds confirmation letter says.
Second, Budget 2027 is due on 26 October 2026, and the current extension runs to 31 December 2026. Rates, caps and the existence of the call beyond that date are matters for government, not for a contractor's website. Check the REWS scheme page before you commit to anything on the strength of a grant.
The practical order of work, then, is: Part A first, letter second, order third. Measure-ups and quotes can happen at any point, because they commit you to nothing — it is the purchase that must wait for the letter.
Common questions
- How much is the double glazing grant in Malta?
- Under the REWS 2023 RIDG call, retrofitted double glazing is paid at 50% of the total eligible cost including VAT, capped at EUR 1,000. Roof insulation is a separate 50% / EUR 1,000 line under the same call.
- Can I apply after I have already bought the windows?
- No. Part A must be submitted online before the purchase, and you must wait for the funds confirmation letter. The guidelines state that receipts dated before approval do not count.
- Does the scheme cover a rental property?
- The property must be used principally as the applicant's own private residence. Landlords, business use and developers are excluded. A lessee can apply if more than five years remain on the lease and the owner consents.
- What U-value does the glazing have to reach?
- The final installed U-value must be 3.7 W/m2K or better. The retailer supplies the manufacturer's certificate and the installer certifies the gap. This is a condition of the grant, not a general legal requirement for windows in Malta.
- Is the Birżebbuġa double glazing scheme still open?
- That was a 2024 local scheme for Birżebbuġa households under GN 636/2024, with applications from 27 May to 31 December 2024. No extension is published, so treat it as closed and check REWS before relying on it.
What we could not establish
- Whether any budget remains on the 2023 RIDG call — REWS does not publish a running balance, and the call is first come, first served and can be ended early by notice.
- How long REWS takes to issue the funds confirmation letter after Part A is submitted.
- Whether the call will be extended beyond 31 December 2026, and what Budget 2027 (due 26 October 2026) will do to it.
- Whether a shell property that has never had apertures fitted can count as 'retrofitting' — the call is for retrofitting only and the guidelines do not address first fit.
- Whether Irrinova Darek will reopen for regions other than the Southern Region. The BCA page does not confirm future calls.
- There is no published fitted price for PVC windows in Malta, and no published price for a double-glazed unit on its own, so the eligible cost in your case can only be established after the measure-up.
